Decision variables are just variables in general. The optimizer's job is to find a set of variable values that produce the best objective value.
In version 20.0, you add variables on the Scenarios tab. The Experimenter and the Optimizer share variables. Once you've added variables on the Scenarios tab, you'll also need to configure them correctly on the Optimizer Design tab.
In version 22.0 and forward, you add and Optimization job, and choose model parameters to include. Those parameters become the decision variables.
