Merge using Photo eye

Sample Merge Logic.fsmWHat is the best approach for merging using photo-eye? I want to use it as a ratio means 3:2 which means 3 from a straight line then the conveyor needs to stop and 2 from merge then the conveyor stops then 3 from a straight line. I used the send message option when the bag was not coming in any one line. Please help us find a better approach to this.
