Is there a way for an extenal server services monitoring system to know flexsim webserver is up and running in server. If not, the server monitoring system will have to start the flexsim webserver. Please advise.

The FlexSim Webserver runs using Node.js. When it is running you should be able to see a node.exe process running. An external script could check for the node.exe process and start the server using the bat file if it's not running.
I'm not familiar with external server services monitoring systems. If you have a more specific question then maybe I could help you more.
