Please look here. Probably it has something to do with the Visual Runtime Enviroment.

I agree with @Jörg Vogel, based on the error message, it appears to be an issue with the C++ redistributable.

In addition to this suggestion, there are 10 other things to check listed in our article on installation or startup issues. If reinstalling the C++ redistributable does not solve the problem, please try the other solutions listed there as well.
