How to Get Two Operators Working for Three Processors?

Greetings all,

I have encountered problem in How to get two operators working for three processors with managing by process flow?

In my model uploaded, there are only two operators working for two processors (at the first queue section) which is not what I wanted.

@Yi Jing L Just change the amount of operators from 2 to 3 in the "Resources: Operators" activity. But you are not producing enough to use the 3rd machine.
