This is a bug caused by this particular set of circumstances:
1. The TE is connected to a NetworkNavigator.
2. The TE is using "Use navigator for offset travel."
3. The closest network node to the loading station is the same node where the TE is currently.
The load time function is firing, but it is firing too late because the navigator has already told the TE that it has successfully arrived at its destination and finished its load task before the load time function was calculated.
I'll add a case to the dev list to look into this further.
In the meantime, you can work around the issue by adding a network node that is closer than the one that is connected to the object:
This way, the TE has a node to travel to before loading the item so that the offset travel is not completed immediately (before the load time is set).
