Is there any built-in feature to apply certain dispatching rule or is it only done by coding?

This would be accomplished by labels and queries. It wouldn't require too much coding. Depending on what rule you would like to implement, you can set labels on the items that are coming in to reflect processing times or due dates. In the attached model, I've created an example processing line that uses SPT as its dispatching rule.
You'll notice that the processing time value comes from the item label "ProcessingTime" and the same label is also used to query items. You can alternatively accomplish this with Process Flow and lists. Let me know if you have questions. You can alter the main idea of pushing/pulling from lists by queries to model most dispatching rules.
