why cant we have statistical distribution for combiner target quantity?

I have updated the combiner target quantity by distribution. Attached the model for your reference.

Standard approach: you add a global table for different recipes, which you control by the Type of the item entering the combiner through the input port 1. You choose the value of the Type label for this item by a discrete statistical distribution before it enters the combiner
