It's not uncommon for me to have HTML errors like this, but not on new model creation. Does this happen every time?
What happens when you select View > Open Default Workspace?
Selecting View > Open Default Workspace immediately on startup (without creating a new model) resulted in the HTML Frame Load Error.
I reset the Default Workspace and this seemed to fixed it. This was a new install of 2020 so I don't think I had changed any setting after installation.
For other users, if you are getting a similar error you can search this community for HTML Frame Load Error. There are other causes to this issue that can be cleared up with various updates, outlined in the Q&A's you'll find with that search.
