Different in Creat a Pallet with Boxes between PF and 3D Tools

I try to creat a pallet with boxes.

But the stacking way is different by PF and 3D tools.

I use the following way "Create 1 Pallet+ 25 carton"

The pallet size and box size is the same.

The box number on the pallet is also the same.

But the output is different

My question is,

Why are they different?

How can I creat the boxes stacking the same as 3D tools?

You have to change the size of stacked items, before they are entering the pallet. Otherwise the stacking method computes the position on box sizes of flow item bin templates.

I insert the items into model space, then I change the size and move the item into the pallet. Then is everything fine.
