Conveyor only accepts flow item from one conveyor after certain time

Hello! I currently have 2 output conveyors and 1 input conveyor that are suppose to receive flowitems from the 2 output conveyors. At the start, the input conveyor will receive flowitems from the output conveyor that is merged to it. However, after awhile, when the conveyor starts to get backed up, the input conveyor only receives flowitem from the other output conveyor that is not merged to it. You can see from the picture attached below, that the throughput for the "Acitve Assist" stays stagnant after its 17th input and does not increase.

How would I go about solving this issue so that the input conveyor will receive flowitems from both output conveyor in preferably a round-robin manner. I have attached my model and a picture for easy reference. Thank you!
