Hello, I am studying cycle time.
But I'm not making any further progress.
The reason is that when four items are stacked in queue 1, operator33 must bring four items to queue 2 at a time. However, the operator 33 carries only one, not four.
I want to carry 4 at once, not 1 at once.

For your information, the control method uses process flow.
You can solve your issue about 4 items "batching" using 'Perform Batching' feature in the Queue1.
The screen was captured in 22.1.1 edition not 19.0.0, but you can find the 'Perform Batch' field in the 19.0.0 version.

Max Wait Time should be 0 (zero) not any number. If you set it as a number like 5 (sec), the result is different from your intension. If the Max Wait Time means that after 'max wait time' the items queued exit though not 4.
