I have tokens waiting at Acquire step until a conditional SQL query is true. How often is the query evaluated?

When the token enters the acquire and when the available resources change. For a list it can be further defined by backorder fulfillment events.
I have label whose value decides if a resource can be seized. Will SQL query be evaluated when label value changes? for ex. Resource1 has NumUsed lable. If the value of the label is less than 2 I can acquire the resource. When i evaluated first the value is 3, then after sometime value changes to 1, will SQL query get evaluated?
changing the label will not cause the resource to be revaluated. Like Jason mentioned above, the resource will only revaluate when a token enters the acquire activity or one of the resources becomes available.
Jason also mentioned a list has the ability to have more triggering events to revaluate.
