If model start time is not 00:00:00, the repeattime on a timetable is set to 90,000 seconds instead of 86,400 seconds.
I think the problem was that you'd extended the last off-shift time beyond the 24 hour period. Attached is your model with a new timetable that is correctly defined and behaves as expected.
