I'm trying to figure out what the Goal field when using the "Search Mode: Weighted" actually does.
I have used optimizers in other packages so am ok with the general principles

As far as I know, the goal value should only be used when you specify an upper and lower bound for the weighted objective. The goal, together with the upper and lower bound, help to keep the optimizer from strongly favoring one of the objectives, at the complete expense of the others.
That being said, the folks at OptQuest do not recommend using the weighted search model. They (and I) recommend the Pattern mode for multi-objective search. It has two main advantages. The first is that you don't have to worry about weights. The second is that the result is a set of optimal solutions, rather than a single answer. By being presented with many solutions, you can choose one that fits your trade-off preferences the best.
