3D approach: use operator for a setup and use the same operator for processing. The arriving operator will send a message to the processor to set a label at the processor telling him the skill factor. The process time function will evaluate the label and set accordingly the process time. You have to insert a message task in the utilize tasksequence after the travel task. You can change the tasksequence in the trigger OnReceive Tasksequence of the dispatcher in your model. The dispatcher choose the operator for assisting the processor. If you connect the skilled operator top most at the output ports of the dispatcher, the dispatcher choose the most skilled workers first.
