The only time tokenIndex would be valid is if an arrival has a token Quantity of > 1 and Arrival Spacing is set to At Scheduled Time and the Offset / Variability is set to None. Otherwise, tokens arrive at different times. Even with those properties all set as stated, tokens are created at the activity one at a time through their own creation events.
As you've suggested, I would suggest in order to get a tokenIndex using the Date Time Source, that you set the quantity to 1 and then use a Create Tokens activity to create the remaining tokens. Then you can assign the creationIndex to each one. (create as Independent Tokens) This could be with a table lookup or a label on the token created in the Date Time Source.
