ProcessFlow ignoring Min Dwell Time in storage

ProcessFlow ignoring Min Dwell Time in storage

Auto SP_autosave_30.fsmI am trying to hold racks in temperature controlled storage (floor storage) long enough to re-freeze. i set a min dwell time on the floor storage but when my process flow releases the item its ignoring the min dwell time. How can i get it to honor the min dwell time?

I also have an exception error i cant figure out.
