AGV couldn't take elevator

I followed a tutorial to finish this agv elevator example, May I ask why AGVs cannot take Elevator1 to second floor?

The first elevator is set to "Use navigator for offset travel". Since it doesn't actually use a navigator the travel finished instantly and is not animated.

Change it to "Travel offsets for load/unload tasks" and the elevator should behave normally.
