Multiple Elevator Banks

I have a model with 2 elevators that can access all 5 floors for the facility. I have added the elevators into the A* Navigator yet I cannot get one of the elevators to work at all. Patients will use the working elevator without issue but completely avoid using the second one. Is there a way to get the patient to use both rather than just one?

@Ryan B10 If you have two separate elevator banks, patients will always go to the nearest one regardless of how busy it is. If you use a single elevator bank with two elevators in it the patients will use both and get on the first available one. If you want a more specific answer you'll need to attach your model.
