The capacity of an AGV does not prevent it from recharging directly.
An AGV will recharge if:
- it is currently following the "Next Look For Work" loop
- it is arriving at a work point that has an available park point connected to it
- its battery level is below the recharge threshold OR there are fewer tasks in the network than active AGVs
- it has not currently loaded any items
The last point is probably what prevents the AGV from reloading in your model.
You can add a condition that the battery must not be below the threshold in order for the AGV to 'have capacity'.
