Agv taskexecuter not being released to control point connected to source

When first task executer passes control point connected to sink additional task executers are not being released to control point attached to source, when i move cp connected to sink closer to cp connected to source additional taskexecuters will be released but not all of them

have you have enough cp for the AGVs to require?
