I don't know why an AGV park at spur point can block another one on accumulation path.
The issue was that the AGVs should be connected to the same decision point rather than to 3 different decision points. This includes both the ParkPoint connection and the TravelerAGV connection, as shown in the following picture. All 3 AGVs are stacked under AGV1 but they will separate when you run the model.

Thank you. I tried to connect 3 parking points to same point before but I got error "time: 0.000000 exception: AGV1 has run into AGV2 on an accumulating path. This is not allowed.".
It seems the order of traveler AGV connection matters. If connecting in order AGV1>AGV2>AGV3 will cause error. Connecting in order AGV3>AGV2>AGV1 is fine.
