Bar graph with a percentage of specification

Hello everyone, I have a problem with the design of a bar chart. I already have the design of my graphic, only that I would like to add a percentage of specification (type OEE)

FlexSim's bar chart does not currently support adding an extra line in the way you suggest. In Excel, this chart can be made using a Combo chart. This page has several examples:
