how to create time chart for dynamic global table cell

I have a cell in global table and its value increases and decreases by process flow tasks

how to time plot a cell value ?

You can record a history time/value pairs. You can use a statistics collector to do this. You can either listen to a timer event, and log the value every time the timer fires, or you can listen to the activities when you write the values, and log the values that you write.

Here is the model with a stats collector recording the Global Table Value:

However, if your goal is to make a chart or export data out of flexsim, then you don't need the global table. You can record the values directly with a Statistics Collector.
