How can I make a loaded AGV choose between two paths based on congestion?

I am trying to model a warehouse where an AGV which is loaded should choose between two paths depending on the congestion in the queues ahead. Can this be done using a process flow that will be triggered when the AGV reached the decision control point?

It would be helpful if you had an example model or map of the model to attach so that we could get a better idea of what might work for your needs.

What are you planning on using to measure congestion? Are you going to reference the count of AGVs already in an area? If so, you might consider the use of control areas. The control area can limit the number of AGVs within a certain boundary and then new AGVs won't be able to enter until the traffic is clear. Is that what you're thinking or are you looking for something different?
