You need an A*-Grid on the 3rd floor and the staff must be added to the A* navigator as members.

This will happen automatically as part of a travel task between the floors, if the system is set up correctly.

When I added staff on the floor except 1st floor and used them to go to other floors they dont use the elevator at that floor that they stayed. They will go down to first floor always. How to fix it?

From my original answer: "staff must be added to the A* navigator as members"

If you have done this and they still don't use the elevator, please upload your model, so we can check what is going wrong.
