You create some items in the "Process Flow" without specifying a destination and also without specifying where they should be created. (The items are then created as subnodes of the Create Object activity). These items are pushed to the AGV work list. Since they are not present in an object that is linked to the AGV NextWorkLoop, the items can never be picked up, but are still counted as active items in the system. Thus the AGVs never park because there is still pending work.
