Without the details of the model it's hard to say exactly what you are asking. It sounds like however, what you are looking for is the Optimizer tool in the experimenter. The optimizer is a tool that can help you find the most efficient set up for your model based on what criteria you want it to look at. (Such as number of operators/transporters or cranes in your example.)
IF you go to the User Manual > Experimenter / Optimizer > Optimizer Concepts (and also look at the following Example page for a tutorial/example on how to set it up), that would be a good place to start.
