What does the frame around the personal icon tell us?

What does the frame around the personal icon tell us?

Some Icons have got a ring in the colors of Flexsim and some have further a small Flexsim symbol in a circle. Do those special addings tell us something about the status of the users? What is is it?

We added these rings to inform users of who is FlexSim personnel/employees, so that there won't be confusion from replies/responses. I believe the smaller icon might represent those with moderator status? @Ben Wilson should know.
