What is done.
Install LMtool on license server and activate the license.
With FlexServerActUtil I see after import response file "Successfully processed Trusted..."
But the client can't connect with the license server and get this error.
"License Information...
No fulfillment records in trusted storage"
Can ping the license server and no firewall and anti virussoftware on the test pc
What can I do to resolve this...

We have 3 users and one license. We will return license if no longer use so the other user can use the application and activate it again for him.

The final pages of the FlexSim License Server Installation Instructions has troubleshooting tips in case you are not able to get a client PC licensed.
The "succesfull-import.jpg" image you attached showed that you successfully processed the first activation request, which configures trusted storage. After configuring trusted storage, you need to generate, submit, and process a second request to active the license into the configured trusted storage.
If you're following our FlexSim License Server Installation Instruction, the section on Manual License Activation (page 7) has a NOTE at the bottom of the page regarding generating a 2nd XML request after the 1st request has successfully configured trusted storage. This fact was previously omitted in our online manual activation instructions, but I will add it now.
