We need to move our licenses to a new license server. Do I need to deactivate the old own license server bevor I can install a new one?

Yes, you will need to return the licenses from your old license server before activating them on your new license server.
You could complete most other aspects of the installation and configuration, then do the return on the old server and activation on the new server as the final steps. This is a bit out of order from what the documentation suggests, but it will work fine and minimize the time your licenses are not available.
