Scaling Model with additional Shifts and Operators within Experimenter

I'm looking to use the experimenter to scale my production area. I recently learned about editing the QTY within groups which has been very useful for qty of operators and processors. I am currently having trouble with turning a whole shift of operators ON / OFF with the experimenter. Each operator is tied to timetables. I thought if i toggled the timestable in the experimenter it would turn the shift ON/OFF. In the case when i disable the timestable the operator turns into being available all the time (similar to as if there was no timestable tied to the operator).

How do i make the experimenter toggle a shifts worth of people tied to a specific times table?

Attaching an update to the file i attached will be very useful.

Creating an MTTR attached to the User (with some settings changes) allowed the user to be OFF SHIFT through all time. See pictures and model below.
