I am trying to return my license to change the license server to another.
It looks like you tried to do a repair, when in fact you should first try to do a return, based on your comment that you are trying to return your license to move it to another server.
Please follow the instructions in the License Server upgrade instructions, step 3. Return the old server license.
If you can't perform the Internet-based return (because your server won't connect to the Internet), there are also instructions there for a manual license return. If you need to return manually, be sure to post your manual return request XML file to a new private question - do not add it to this or any other new or old public question. Your license code will be present in the XML file and should never be posted publicly.
Everything looks good with the license server. It is possible that there was some network hiccup at the moment you tried to connect. Please try again.
Also, please ensure that your license server is connected to the Internet and can reach license.flexsim.com in a normal web browser session.
It is also possible that firewall, antivirus, or other security settings could block particular untrusted programs (including FlexSim simulation software, and/or flexsimserveractutil.exe) from communicating over the Internet, so please check to make sure that this is not the case, or add these programs to your security softwares' trusted lists.
